RIIO‑T3 Reopeners are Ofgem’s mechanism allowing transmission companies to adjust funding when uncertainties arise. National Grid Electricity Transmission uses them to secure investment funding as needs change and publishes its reopeners here.

Infrastructure fit for a low-cost transition to net zero

In this section, we outline the commitments and investments that support the first of Ofgem’s four Consumer Outcomes: infrastructure fit for a low-cost transition to net zero. This includes how we will increase the capacity of the system, accelerate connections for our customers and protect and improve the environment.

Secure and Resilient Supplies

In this section, we outline the commitments and investments that support Ofgem’s second consumer outcome: Secure and resilient supplies. This includes how we will maintain our assets during a growth phase, transform our operations to manage a net zero power system and ensure the resilience of our network, supply chain and workforce.

High Quality of Service from regulated firms

In this section, we outline the commitments and investments to support Ofgem’s third Consumer Outcome: high quality of service from regulated firms. This includes how we will improve the experience for our customers connecting to our network, make a positive contribution to our communities and consumers, mitigate the visual impacts of our network and invest in and deploy innovation.

Long term value for money

In this section we outline our contribution to delivering Ofgem’s fourth Consumer Outcome: long-term value for money. This includes outlining how we will ensure our costs are efficient, our contribution to supporting economic growth, our digitalisation and data strategy, our information technology and telecommunications investments and the regulatory framework to support long term value for money.

Cost and financeability

In this section we set out the overall cost of our plan and the financial framework for RIIO-T3. We also explain our approach to ensuring we are able to finance our business, our evidence for the regulatory framework and rate of return necessary to attract investment.

RIIO‑T3

Reopeners

Under the RIIO‑T3 price control, Reopeners are a regulatory mechanism set by Ofgem that allow electricity transmission companies to request changes to their allowed funding where specific, predefined uncertainties arise during the price control period.

National Grid Electricity Transmission uses Reopeners to deliver the investment needed for the electricity transmission network, particularly where circumstances change in ways that could not be fully anticipated at the start of RIIO‑T3.

In line with our licence obligations, we publish information on our RIIO‑T3 Reopeners to support transparency and accountability.
